Maputo Province. Failed attempt to illegally sell 2 weapons in Moamba

National Criminal Investigation Service (SERNIC) thwarts attempt to illegally sell weapons in Moamba district, Maputo province.

These are two firearms, one of the AKM type, with 32 ammunition and the other of the shotgun type.

The AKM-type weapon was on its way to being sold at 40,000 meticais.

The spokesperson for the National Criminal Investigation Service in Maputo explains that in connection with the case, three individuals are being held, indicted in the crime of possession of prohibited weapons.

Henrique Mendes explains that the arrest of these individuals is the result of a multisectoral operation, within the scope of the fight against organized crime.

He said that the origin of the weapons found in the possession of these individuals is not yet properly known

Mozambique: Police must reinvent itself to fight terrorism – President Nyusi Mozambican President Filipe on Monday (19) called on the Police force (PRM) to reinvent itself and repel any threats to public order and security, including terrorism attacks currently plaguing the residents of Cabo Delgado province, in the northern regof the country.

 Nyusi, who is also Commander-in-Chief of Forças de Defesa e Segurança (FDS), said that the mission of the police force also includes defence of the homeland, sovereignty and natural resources available in the country, as well as all achievements made with sacrifice and work of Mozambicans.


 He left the challenge during the closing ceremony of the 42nd PRM Basic course, at the Matalana Police Training School.

 In his view, the entry of a growing number of trained police officers Mozambicans into the ranks of the FDS is an important contribution by the Mozambican people to strengthen human capacity, allowing for wider coverage in the surveillance, vigilance and defence of country’s integrity. 

 “Therefore, we recommend the Police Force to reinvents itself so that, together with other defence and security forces on the ground intensify actions to repel any threats to public order and security, as well as build capacity to anticipate and contain any phenomena that could disturb the tranquillity of Mozambicans,” he said.

 The President also mentioned other threats facing the country, particularly money laundering and financing terrorism, and urged all justice stakeholders, including PRM and the National Criminal Investigation Service (SERNIC), to develop internal and external coordination mechanisms to combat this crime, which poses a major threat to the country and to the world in general. “This implies specialised training, increased capacity for investigation and analysis and responsibility for action,” he stressed. 

 Addressing the new graduates, Nyusi warned that the Oath of the Flag is not a mere procedure or a mere formality, but an act that carries in itself important significance of symbolism and a high sense of responsibility. “With the oath taken, each one of you has committed to respect and defend our multicoloured national flag and, above all, other values the honour and territorial integrity of the Mozambican nation and safeguard the sovereignty of the State regardless of the sacrifice that you may be required to,” he pointed out.


 He added that the life of a police officer finds its true meaning in the consent of individual sacrifices for the fulfilment of a set of patriotic duties for common good of Mozambicans and all. “Young men, to be a police officer is to accept to always serve national interests, to serve the Homeland and to be ready to exchange one’s life for it, if necessary,” he stressed. 

 Nyusi also reminded the new graduates that when performing their duties they should distance themselves from any criminal practices because they are contrary to their office as well as denounce, combat and repel all criminal actions to eradicate this evil from society, including the police force.

Mozambique: Police fire tear gas to disperse fish market vendors in Maputo – Miramar

The vendors of Mercado do Peixe, in the city of Maputo, managed to carry out, this morning, a march to the old fish market, in protest against the lack of compensation for the transfer to the new fish market.

The march that even started in an orderly manner and with the right to a police escort ended in tear gas, Miramar reports.

Wielding signs and posters, vendors who recently heard Maputo mayor Eneas Comiche say that there is no room for compensation, when they arrived at the old market, came across construction works on an imposing building and demanded a meeting with the person in charge for the works.

“Only in ten days”, replied one of the staff members at the works. The answer infuriated the sellers who then prevented the entry of trucks that intended to unload material at the site. This left room for turmoil.

The police immediately launched tear gas to disperse the vendors, a situation that caused a widespread flight of vendors.
As far as the Miramar reporting team found, apparently no one was injured.

When the police stopped the release of the gas, the vendors returned and insisted on the idea of talking to the owner of the property that is being built.

Residents of the neighborhood are distancing themselves from any involvement and say the case may have occurred at another location over the course of the night.
The cases of lynching in the city of Beira are frequent.

PROTECTION OF THE ALBINO PERSON: COUNCIL OF MINISTERS APPROVES DECREE LAW


Albinos now have greater protection and security against criminal acts and
segregation.The government approved Wednesday,the ordinance that ensures the safety and protection of albino people in Mozambique.

The dramatic situation of abductions and extraction of albino organs in the country is making the government very concerned.Tuesday the Cabinet had to approve a legal provision that will protect and give proper security to the albino person in Mozambique.

The government said that it had already established a line of social action,through the ministries of Health and Social Welfare for assistance to this group of people but now it is to safeguard their physical integrity.

In the fortieth session of the
Council of Ministers the government approved the decree-law establishing the installation of toll gates in Maputo.

It does not point how many gates but it is estimated maybe five.Prices may vary 50-900 meticais,depending on the vehicle class.

Another measure taken by the government aims to make public transport cheaper for albino passengers through the exemption from VAT rate.Read more here

PRM IN THE CITY OF MAPUTO : 671 agents fired for crimes and indiscipline

SIX HUNDRED seventy-one agents assigned to the Command of the Police of the Republic of Mozambique (PRM) in Maputo were expelled from the ranks over the past five years for indiscipline and involvementin criminal acts. Among the offenders, seventeen were removed from the corporation for alleged involvement in kidnappings and abductions. The data was presented yesterday in Maputo, the Board of PRM in the capital, as a motto to justify the introduction of a new selection and recruitment of candidates for admission to the corporation. The idea, according to data collected is to refuse entry into the police of individuals with criminal records. Recognizing be flaws in the selection process and recruitment of candidates for members of the PRM, the Commander- General decided to make changes in the process and introduce new measures in force since yesterday, and the city of Maputo has been the scene of the first seminar for the dissemination of the new regulation . The 17 agents expelled from the corporationwerearrested and held accountable criminal for their involvement in kidnappings (12) and kidnappings (5), with many to meet the maximum sentence. The five cases of kidnappings involving the police were all reported in 2014. In 2013 and 2014 were recorded four cases of police involvement in kidnappings, in 2012 having been reported two cases. Total expelled agents refers to the period since 2011 and the first half of this year, of which 249 were involved in criminal offenses and 422 for disciplinary cases. In all, in 2011 90 cases were reported; in 2012 110 In 2013 the number rose to 142 ,in 2014 it continued to shoot and were recorded and 229 .In the first half of this year was recorded 100 cases of disciplinary and criminal offenses. In terms of crimes out of 671 agents 75 were expelled for extortion theft (53), qualified and simple theft (16), voluntary and involuntary manslaughter (13), threat using a firearm (1), injuries (6 ), gun loss (11), rape (1), abuse of authority (5) and bodily injury (9). Were also expelled for false imprisonment crimes (1), abandonment of place(58), fraud (21), post abandonment (127), bribery (3) removal of prisoners (16), absences from service (72) diversion of seized goods (10), criminal cases involving loss (6), abduction simulation (1), illegal steps (9), alcohol consumption (22), negligence (3), disobedience (20), among other crimes and irregularities. To the commander of the PRM in Maputo, Rafael Bernardino, it is believed that with the effective implementation of the new rules of selection and recruitment and other similar cases will not have space. He said the infiltrators and citizens with criminal tendencies will be filtered with the new process, a fact seen as crucial to change the corporate image. "We want the new process to prevent people from entering PRM for the purpose of supporting crimes or to commit crimes. We do not admit criminals. We will collect candidate's behavior information and give appropriate follow-up. The system failed to recruit 671 agentsexpelled but on the other hand, the system itself was responsible to fix and cast them out. They were harmful to the organization and were expelled. Many are serving prison sentences. This time we want to be careful by effeciently collecting information about those who have applied to join the police force. The secretary of the district, the head of the 10 houses, the candidate's neighbors and the family itself will be called to rule on those wishing to enter the corporation, "said the commandant of police
