Deputies enable revision of the Code of Criminal Procedure

The Committee on Constitutional Affairs,Human Rights and Legality already has a mandate to revise the Code of Criminal Procedure (CPP). It is an essential tool for the application of the new Penal Code, adopted in 2014, during the eighth legislature. In fact, the lack of an updated CPP is creating difficulties in implementing the new Criminal Code, which, although reflects the reality of the country, lacks regulations to effectively respond to the needs of the population. It was no accident that the three parliamentary groups in particular Frelimo, Renamo and MDM approved by consensus the resolution empowering the First Committee to review the CPP, a legacy of the colonial period.Frelimo and Renamo, however, suggest the extension of the period - September to December 2016 - for the specialized committee to present to the plenary the draft revision of the Criminal Procedure Code.Just yesterday, deputies mandated the Committee on Constitutional Affairs, Human Rights and Legality to revise the Code of Execution of Penalties and custodial and non-custodial measures of Liberty. Telecommunications of Mozambique:a fossil in time.

In the last two weeks, the company Mozambique Telecommunications (TDM) was the target of a visit by the Prime Minister,Carlos Agostinho Rosario, and a restructuring as a result of the crisis in which the company is - which is,to put it roughly, an analog fossil in an increasingly digitized world ... In the 1990s, the company only took the view, along with the Management Institute of State Holdings (IGEPE), create Mcel, the first mobile operator of Mozambique, it was the future of voice communications. Being majority shareholder of Mcel (74%) and holding the monopoly, TDM apparently did not realize, even with the entry of Vodacom (in 2003), that it had to reinvent itself to remain competitive in the market. Not having staked an in vestment that could make the company essential to the market, the mobile phone company stopped in time and must be rescued by the Mozambican government."The TDM virtually stopped in time and hence is living this crisis. So in the coming days, a detailed analysis to determine on what exactly will be invested in the 500 million dollars it takes to revitalize TDM,",admitted to journalists, the Minister of Transportand Communications,Carlos Mesquita at the end of visit the Prime Minister made to that company.

Attacks on Renamo:not a solution for the country's political tension

With a speech similar to what characterized the end of the first parliamentary session, the head of the Renamo parliamentary group returned to attack the ruling party, blaming them for the prevailing political crisis in the country.Ivone Soares accused,
incisively, Frelimo of wanting to kill Afonso Dhlakama during the siege and invasion of the residence of their leader in Beira, pointing out that the
movement of disarmament must be done through dialogue and negotiations."The pre-war scenario mounted at the residence of President Dhlakama was the'tip of the iceberg' of cowardice and bad faith thatFrelimo could demonstrate. It was not a random incident, "said Ivone Soares. The head of the Renamo benchclassified as "attacks"incidents where the caravan of leader of Renamo was
involved on 12 and 25 September, the latter with several dead."For any
disarmament, there is only one path: dialogue, negotiation, understanding.
Violence breeds violence, "said Ivone Soares
